What Is Letter 668?
IRS Letter 668 is the formal Notice of Levy — the legal document the IRS serves on a third party (a bank, employer, accounts receivable debtor, or other entity) that holds your money or property. Unlike LT11 or Letter 1058 (which warn of the intent to levy), Letter 668 is the levy itself. The third party receiving Letter 668 is legally obligated to turn over your money or property to the IRS. For bank account levies, the bank must freeze your account on the day the levy is received and hold the funds for 21 days before sending them to the IRS — giving you a narrow window to resolve the debt. For wage levies, the employer must begin withholding a portion of each paycheck immediately.
Letter 668 comes in several forms targeting different asset types. Form 668-A covers general assets — bank accounts, accounts receivable, contract payments, and most third-party-held assets. Form 668-W is the wage levy, targeting salary and other income. Form 668-D targets real property. Each form has different procedures and amounts that can be seized. 6 Ways to Release an IRS Levy
Pay in Full
The most direct path. Once the full tax debt (including penalties and interest) is paid, the levy must be released.
Installment Agreement
Enter into a monthly payment plan. The IRS typically releases a bank levy when a DDIA (Direct Debit Installment Agreement) is established. Wage levies may continue even with an IA.
Economic Hardship
File Form 911 with the Taxpayer Advocate Service. If the levy prevents you from paying for housing, food, utilities, or medical care, the IRS must release it for hardship.
Currently Not Collectible
Prove to the IRS that your income barely covers basic living expenses. CNC status suspends collections including levies — though the tax debt and interest continue to grow.
Offer in Compromise
Settle your tax debt for less than the full amount. If the OIC is accepted, the levy is released as part of the settlement terms. Most levies are suspended while an OIC is under review.
CDP Hearing Appeal
If you received CDP hearing rights (LT11/Letter 1058), file Form 12153 within 30 days. The hearing can result in levy release if the IRS agrees the levy is causing hardship or was improperly issued.
