What Is Letter 5071C?
IRS Letter 5071C is sent by the IRS Taxpayer Protection Program (TPP) when the IRS's fraud detection systems flag your tax return as potentially fraudulent. The IRS suspects that someone may have used your Social Security number to file a tax return — and they need to confirm that you are actually the taxpayer who filed. This is a security measure, not an audit, not a penalty, and not indicative of any problem with your return's accuracy. However, the IRS will not process your return or issue your refund until you complete identity verification.
Letter 5071C tells you to use the IRS Identity Verification Service at idverify.irs.gov (through ID.me) or call the Taxpayer Protection Program hotline. The verification process matches information from your tax return, your prior year's return, and your government-issued photo ID to confirm your identity. Once verified, your return is released for normal processing — and your refund, if applicable, will be issued.
How to Verify Your Identity — 3 Methods
Online (Fastest)
Go to idverify.irs.gov and sign in through ID.me. You'll need your 5071C letter, prior year's return, current year's return, a government photo ID, and a mobile phone in your name. Online verification takes about 15-30 minutes and results are immediate in most cases.
By Phone
Call the Taxpayer Protection Program hotline at the number on your 5071C letter. Have your 5071C letter, prior year's return, current year's return, and supporting documents ready. Phone lines are open Monday through Friday, 7am to 7pm local time.
In Person
If online and phone verification fail, schedule an appointment at your local IRS Taxpayer Assistance Center. Bring your 5071C letter, photo ID, and tax returns. In-person verification takes longer but resolves complex cases that online/phone cannot.
