Form 911: Taxpayer Advocate Service
When the IRS system has failed you — your refund is stuck for months, a levy is causing economic devastation, or you're caught in an IRS procedural loop with no resolution — Form 911 activates the Taxpayer Advocate Service. TAS is the IRS's own internal watchdog, and they have the authority to cut through red tape that no one else can.

When TAS Accepts Your Case
Economic Hardship
The IRS action (or inaction) is causing or will cause significant financial hardship. Examples: a levy is taking money you need for rent, food, or medical care; a delayed refund is preventing you from paying essential bills; an incorrect lien is blocking the sale of your home.
Immediate Threat of Adverse Action
The IRS is about to take enforcement action that will cause irreparable harm — a seizure of your primary residence, a levy on your only source of income, or a lien filing that will destroy a time-sensitive business transaction.
Systemic Burden
A taxpayer is experiencing a delay of more than 30 days in resolving a tax account problem, the IRS has not responded to your inquiry by the date promised, or a system or procedure has failed to operate as intended and the IRS did not resolve the issue through normal channels.
Significant Hardship
Even without immediate economic hardship, the IRS has created a significant burden through delay, procedural failure, or unreasonable actions — forcing you to incur costs (representation, travel, lost work) that are disproportionate to the amount in dispute.
